About WGITA

Working Group on Information Technology Audit (WGITA)

Background
The Working Group on Information Technology Audit (WGITA) was created at the XIII INCOSAI in Berlin in 1989. WGITA was set up to provide support to member SAIs in developing their knowledge and skills in the use and audit of Information Technology. WGITA fulfils its mission and mandate by implementing a triennial work plan and the goals and projects included in the Work Plan.

The mandate of the WGITA falls within the scope of INTOSAI Knowledge Sharing and Knowledge Services committee (KSC) of INTOSAI.

Mission

The mission of WGITA is to support SAIs in developing their knowledge and skills in the use of information technology related audits by developing standards and guidance on the subject matter and providing information and facilities for exchange of experiences, sharing best practices, and encouraging bilateral and regional cooperation among Supreme Audit Institutions (SAIs).

Mandate/Objectives

The mandate of WGITA is to:

  • Develop Standards, Guidance and other documents related to IT audits.
  • Create and share best practices and methods in Information Technology (IT) related audits, and to facilitate the exchange of information & experience and encourage bilateral and regional cooperation.
  • Promote partnerships among SAIs, and also between SAIs and academic/research institutions and international organizations with a view to enhancing professional capacities in IT Audit.
  • Disseminate guidelines and tool kits for the development and adoption of professional standards.
  • Facilitate concurrent, joint and coordinated IT audits among SAIs.

About KSC

Knowledge Sharing and Knowledge Services Committee (KSC)

Background
The XIX INCOSAI held in Mexico in November 2007 adopted a proposal to create a Knowledge Sharing Committee (KSC), so that Goal 3 would be consistent with the other three Goals in the Strategic Plan. The Comptroller & Auditor General of India was designated as the KSC Chair and the Accounts Chamber of the Russian Federation was elected to be the liaison for Goal 3.

According to the Strategic Plan of INTOSAI, the mandate of the Knowledge Sharing / Knowledge Services (Goal 3) is to “Encourage SAI cooperation, collaboration, and continuous improvement through knowledge sharing, including providing benchmarks, conducting best practice studies, producing audit guidance material and performing research on issues of mutual interest and concern.”

Purpose

The Strategic Plan of INTOSAI 2017–22 described that Goal 3 — Knowledge Sharing and Knowledge Services — is to encourage SAI cooperation, collaboration, and continuous improvement through knowledge development and knowledge services, including:

  • Producing and revising INTOSAI products.
  • Providing benchmarks and operating a community portal.
  • Conducting best practice studies and performing research on issues of mutual interest and concern.

This Goal has also been designated as a hub for INTOSAI’s efforts to share knowledge regarding SAIs’ efforts to support and evaluate the Sustainable Development Goals within the context of varied audit authority.
